Software to make a game of cards?

Is there any software that you can download to make a game for the team? I'm in the process of making a card game, but I decided to put it on your computer would be easier. Gamemaker tried but not working with what I need. Something that can make an interface Point and click on the game would be great, that way you can click and drag, possibly around the cards.

I have also decided to play my game letters on the computer. I could not find a specific program for card games that do, so what did I do is to use many different programs. Including MS Paint, Microsoft PowerPoint and Macromedia Fireworks 8. These three programs have helped me, so I recommend using them.
